A member of the Ada East District Assembly (AEDA) in the Greater Accra Region, Mr. Katey Jumpah, has called on government to conduct full scale investigations into the postponement of election of a substantive District Chief Executive (DCE) for the area.
According to him, the postponement was unconstitutional and has the tendency of stalling administrative, social and infrastructure developments in the district.
He was of the view that workers of decentralised departments of the Assembly should be educated on some basic local government laws.
This, he said, will build the capacity of the staff to work according to the legal structures of the Assemblies.
Speaking at a special meeting held in Ada Foah, Mr. Jumpah described the postponement as a deliberate attempt to frustrate the DCE nominee.
“We are all aware that the Deputy Coordinating Director (DCD) of the Assembly, Mr. Kwadwo Gyamfi, is behind the write-ups and circulation of illegal information on the air waves contrary to the provisions of Act 936 of the 1992 Constitution which mandates only the Presiding Member (PM) to summon and call off any meeting at any time except an inaugural meetings where the seat of the presiding member is vacant,” he said.
He noted that no letter was received from the Regional Coordinating Council Director directing the DCD to postpone any meeting, but instead he acted at will because of his personal interest.
“I never expected the DCD with his rich experience in local government administration to act this illegal way knowing the implications, and even if there is, does the RCC director have the constitutional mandate to do that? he quizzed.
A letter dated Monday, July 10, 2017 and signed by Acting District Coordinating Director of AEDA, Mr. Kwadwo Gyamfi, to the DCE nominee, Mrs. Sarah Dugbakie Pobee, directed the election to be postponed because the Greater Accra Regional Minister, Mr. Ishmael Ashitey, was “embarking on official assignment outside the country.”
The letter was copied to the Electoral Commission, Registry of Ada Traditional Council, Nene Asafoatse Zomabi and the Greater Accra Regional Minster.
